My parents, Bienvenido S. Doctor and Sofia Hilario Doctor, immigrated to Hawaii in 1946. From that time, they were very involved in the Filipino community. They worked very closely with Philippine Consul General Juan Dionisio to establish an effective organization on Kauai to respond to the needs of the Filipino community. My parents instilled in me a desire to also be an active participant to help in the improvement of the Filipino community.
Career HighlightsNorma was one of the top 100 Most Influential Filipina Women in the United States in 2007. She served on the University of Hawaii Board Of Regents in 2017. In 2015, Norma received the UFCH Progress Award for Law and Jurisprudence. She received federal and state awards for administer ing several large Hawaii State and California Counties’ agencies. Prior to serving as a Hawaii Deputy Attorney General, Norma worked with Chief Judge J. Burns of Hawaii’s Intermediate of Court of Appeals.
